Due to ongoing freezing rain conditions, a Significant Weather Event was declared on March 30, 2025 and will remain in effect until further notice.

In accordance with Ontario Regulation 239/02, Minimum Maintenance Standards for Municipal Highways,

The Township of Lanark Highlands is declaring a Significant Weather Event effective from Sunday, March 30, 2025, at approximately 1:15 p.m.

This declaration suspends the standard timelines required for Lanark Highlands to meet their winter maintenance objectives until the significant weather event has ended.

The Lanark Highlands Public Works Department will continue to focus on resident safety, but please note that it may take longer than usual to clear Township roadways.

Residents are encouraged to avoid any unnecessary travel for the duration of the significant weather event. The Township will update residents once the declaration has ended.

Waste Transfer Sites Closed - March 30th

Due to forecasted weather and ongoing freezing rain, the following waste transfer sites will be closed:

  • Snye Road
  • Flower Station
  • Robertson Lake

McDonald’s Corners will remain open for regular business hours of 12 p.m. to 5 p.m.

Public Works crews are currently addressing road conditions.

Residents are advised to avoid any unnecessary travel.

The Township of Lanark Highlands is pleased to announce the hiring of Kathryn Maton as the new Manager of Public Works. Kathryn brings 17 years of experience in the public and private sectors, with expertise in municipal infrastructure, public works operations, and environmental technology.

Her extensive background includes roles as a GIS Specialist and Senior Environmental Technologist in the private sector, as well as municipal positions with Mississippi Mills, the Town of Perth, and the City of Kingston. Most recently, she served as Supervisor, Public Works – Roads at the City of Kingston, where she led a team of approximately 80 unionized employees, overseeing winter control, asphalt and concrete maintenance, drainage operations, and contract administration.

Kathryn holds several industry certifications, including Certified Engineering Technologist (C.E.T.), Road Construction Senior Inspector (RCSI), and Municipal Infrastructure Contract Administrator (MICA) with the Ontario Association of Technicians and Technologists (OACETT). She also possesses a GIS certificate and a DZ license.

CAO Charbonneau-Dent shared that "throughout the recruitment process, Kathryn’s technical expertise, problem-solving skills, and leadership abilities stood out, along with her passion, adaptability, and integrity. The Township of Lanark Highlands is pleased to announce the hiring of Rhonda Whitmarsh as its new Treasurer. Her first day with the Township is 4 November 2024 with her official appointment to the role scheduled to occur at the Council meeting on 12 November 2024. As Treasurer, Ms. Whitmarsh will undertake the statutory responsibilities of municipal financial management, a role vital to the Township’s fiscal health and compliance with the Municipal Act.
 
A Chartered Professional Accountant with over 21 years of experience as Treasurer for Mississippi Mills, Ms. Whitmarsh is well-versed in the high standards of accuracy, compliance, and resourcefulness required of a municipal Treasurer. Her duties will include managing the Township’s general ledger, tax billing, accounts, and investment of surplus funds, in addition to preparing the annual operating and capital budgets. These responsibilities demand rigorous oversight and strong communication with Council and senior staff to ensure transparent and effective fiscal planning.

Amendments to Procedural By-law

The Council of the Corporation of the Township of Lanark Highlands is hereby giving notice that amendments to the Procedural By-Law will be considered at the 22 October 2024 meeting of Council. The purpose being to update various sections of the bylaw to reflect best practises.

Procedural By-Law Update

TAKE NOTICE THAT, in accordance with the provisions of the Planning Act, R.S.O. 1990, as amended, this notice is to advise that sufficient information has been presented to deem the application being processed under File ZA-2024-05 as complete.

AND THAT the Council of the Corporation of the Township of Lanark Highlands will hold a IN PERSON MEETING as per procedural By-law on Tuesday, September 24th, 2024 at 6:00 p.m. for the purpose of considering a proposed zoning by-law amendment under Section 34 of the Planning Act. PURPOSE AND EFFECT The purpose of the proposed Zoning By-Law Amendment is to restrict the use of existing buildings and structures from housing livestock. The Amendment does not preclude the establishment of a new livestock facility provided MDS can be met. The application is to satisfy a condition of consent for B23-132 which has conditional approval from Lanark County.

FLOOD WATCH STATEMENT

A Flood Watch Statement indicates that flooding is possible in specific watercourses or municipalities. Municipalities, emergency services and individual landowners in flood prone areas should prepare. 

Weather Forecast: The remnants of Hurricane Beryl are expected to reach Ontario on Wednesday, bringing significant precipitation. The forecast rainfall amounts vary among the weather guidance products at this time. The widespread rainfall amounts will most likely be from 50 mm to 60 mm.

Watershed Conditions: Water levels and flows are high across the MVCA jurisdiction due to the continued rain events in June/July. 

Risks: Dalhousie Lake water levels are expected to reach spring flood conditions. Levels are expected to increase 20 to 25 cm above current elevations should the rain forecasted for tomorrow materialize. Water levels on Mississippi Lake are also expected to increase 15 to 20 cm above current levels based on current forecasted conditions. Levels on the upper lakes have been holding steady or dropping slowly over the last week but are expected to begin to increase again should the forecasted rain occur.

Actions: Residents in flood prone areas are advised to maintain close watch on water levels and flows and take the necessary precautions to protect their property by:
•    Ensuring sump pumps are clear, in good working condition and have a backwater valve.
•    Having a portable generator and backup pump available.
•    Ensuring downspouts are clear and the outlet is at least 3 meters from any structure. 
•    Removing or securing items that might float away if flows increase.
•    Keeping emergency phone numbers handy. 
•    Familiarizing yourself with your municipality’s emergency preparedness plan. 

Duration: This message is in effect until July 16, 2024 or until an update has been issued.
